everytime i log on to my chars i get and mingle on every quest and i always go down in fame. how do i rank up quick?

Fame is not used to rank up. Favor is for ranking up but they don't show how much favor you have.
Fame is from killing things on quests and such so if you don't do that fame goes down, but it has no affect on your rank.

Demon nailed it perfectly.
You can mingle all you want and you will go up and get closer to your next rank. My fame for SForce is at like 17, my rank for fame is like 3783 but im a SEN and my Favor is very high.
All in all Fame doesn't equal Favor. Keep mingleing to rank up

one last thing:
after you quest and you go the lists and go to "rank" you can see your favor and rank
